My husband had a cyst in his sinus removed and they told him he had gum and bone deterioration.
An upper denture could not be made because of no natural suction. Is this correct?

It is possible that as a result of the surgery a conventional denture could not be fabricated.
Without suction there are only 2 options.
One is dental implants which if enough bone can be found in a location, could be used to stabilize a denture, even if it was of a unique form. The only other choice would be to do the best you can considering the surgical defect, then use adhesive to do what it could.
